Can green card holders contribute to PACs?

Yes.

Under the Foreign Agents Registration Act (FARA), an immigrant may make a contribution if s/he has a “green card” indicating lawful admittance for permanent residence in the U.S. The personal limits to donate are the same for green card holders as it is for citizens – $2,700 for the primaries, and another $2,700 for the general election. However, a person with a green card cannot vote.

More related to my industry, the U.S. government gives up to 10,000 visas each year to international entrepreneurs who invest a certain amount in a new U.S. business or an existing U.S. business that meets certain criteria. This EB-5 visa allows the holder to apply for a green card as soon as he or she is approved for the program. Spouses and immediate family are also eligible.
